Hi. This is a modified maxis hair, yfHair_SP19CurlyLowPony. The author just made the tail longer.
To start, watch three type of beginner oriented tutorials for ts4 and they should give you a good idea of how everything works: 1. How to edit maxis hair (remove something, change length, placement, etc); 2. How to frankenmesh ( combine multiple maxis meshes into one); 3. How to create strands on maxis hair (used to add flyaways). That’s it, that is how 99% of maxis match hair is created

Would you by chance know how Maxis made the slick part?? (I hope this makes sense but the part without the ponytail) Also thank you for the help!!

Well, first, they sculpt the mesh, then retopologize it. Then they generate hair texture and add fine details by manually drawing them. This, of course, is not something that is reasonable for a beginner to do. You can just edit an existing hair. Look through the catalog for the closest hair to what you have in mind, then modify it
