DisplayIndex Not Updating

I have been organizing my mods in cas for the past few months and I've run into a particular pair of packages that no matter the displaxindex number I give it, it does not update in game. I even tried deleting and redownloading the package files, as well as deleting the localthumbnail cache just incase it was related to that. I also tried using the batch fix option but they are still loading as the bottom two slots in their category. 

Any suggestions?
